Well, there are always some assholes, and yes, assholes seem to be attracted to powerful positions. But I think you are right. Us vs. Them is one of those things that the stupid parts of our brains love.
I added a footnote on my use of "monkey brain," because, well, it has other connotations that piss me off, and I figured I ought to mention them.
