Husband-san is very adept at translating this kind of sentence. I kind of think it's a family thing - both his parents and my parents are the sorts who speak this way also.
With me, however, it's a toss-up as to whether I think the rest of the sentence is implicit or whether I had another thought in the middle of it and forgot the rest and/or got distracted. In the latter case, asking me what the rest of the sentence was will produce owlish blinking and confusion.
