The report is a little confusing. It says in one spot that the water receded about 1500 feet, about a half hour before the wave hit. It says the wave was 6 foot tall. Elsewhere, it says that waves as tall as cocoanut palms pounded the shore before the tsunami hit.
You would think that last would have pretty much demolished everything before the tsunami, but perhaps those didn't have the mass behind them that the tsunami did. However, you would think that people seeing the ocean recede 1500 feet would have a clue. Especially people living there.
In any event, yes, a warning system needs to be in place.
