I created a huge dragon civilization once, but I never wrote anything about it. I've been holding off on writing fantasy until I have the perfect setting - if I can just shoehorn dragons into my current one, I think I'll have it. Though maybe not. My dragons are special, and I want them to have the best story I can come up with.
