In a way, yes--Yakko, Wakko, and Dot are an homage to the early days of animation when so many characters like Oswald had black bodies and white faces. But I think the running gag is they're not identifiable as any particular animal. (There was a whole song about it on one episode. "Maybe we're we're giant fleas!")
